Fire Ball is a civilian, however he still can use magic. He can control flames to a limited degree, but still enough to defend himself against dangerous enemies.

How tough is he really? Whom can he roast, and who can extinguish him?

Can: Tanya

Tanya is a vampire, and she possesses all the abilities of one, but has no gift. Since Fire Ball can cast flames, he can burn her before she reaches him. Even if she does land a hit due to her speed, it took Fire Ball a powerful weapon to knock him out, so he can take some punishment.

Can't: Fang

While Fang is a vampire and uses ice, he is way above Fire Ball in terms of power and skill. His Ice Armor can regenerate from fireballs, and he can cast the Ice Storm, as well as several other powerful icy projectiles. Since these are above whatever Fire can cast, Fang will freeze him solid.

Can: Gibdo

Gibdos are mummies which are extraordinarily tough for anything low-level. They can punch hard, choke people to death and have a paralyzing scream, they are a terror to any civilian. They also can easily be beaten by flames. All Fire Ball has to do is stay out of range and shoot a Big Fireball.

Can't: Reaper

Reapers are fearsome assassins, who wield skythes and use the Force. They can also teleport around. A Reaper can use the Force and deflect fireballs and streams of fire, or just teleport out of the way. And considering a few of them could break the concentration of Celesto himself, one of them is skilled enough to outfight Fire Ball.

Can: Swift Star

While this will not be an easy victory, as Swift is far more skilled and physically stronger, and very determined, Fire Ball stands a big chance. And that's because he can use magic on him from a distance. Even when an imprint gave Swift limited ice magic, it's less advanced than Fire Ball's flames, plus hard countered by them.

Can't: Mori Ranmaru

Fire Ball is a moderate to decent user of fire, who can burn Yuuzhan Vong. However, he is not even close to a true master of it. Ranmaru's control of fire is remarkable, as he can use Fire Spears, Fire Hounds, even the Firestorm to take down hordes of enemies. Apart from strength and magic, he is also more skilled, due to his martial arts, and can just slash his opponent with his beam katana.

Can: Vampire Bride

This is a monster where control of fire decides everything. Because she mostly is a threat because any attack that isn't related to heat can be healed, and she instantly counters them with a thunderbolt from the sky. However, Fire can easily bypass this issue by unleashing one or two streams of fire.

Can't: Torron

This massive minotaur was a criminal recruited by Zant, who played a pivotal role in causing Stormwolf to retreat, despite giving his life. He is a brute who can cause shockwaves with claps, and one punch can flatten the novice magician. Also, he is very durable, Poe struggled a lot with him while on a ship.

Can: Rose Tico

Also a relatively tough fight, since Rose has become stronger. While Rose wins on a ship, on foot she only has the Terror Tazer. She can spread it and hit him, but he can stop it with his flames and is more durable, so he can get the edge with a fireball. In general, he is stronger than her due to his ability to cast magic.

Can't: Din Djarin

Din is a strong warrior, way more skilled than Fire Ball. He can use blasters, and while his flamethrower might be ineffective, despite being stronger than the one Kudos uses, his missiles will be overkill for the powerful civilian. So will be the Darksaber. Finally, Din's armor is all but impenetrable.
