There are a few One Piece characters who waste their Fruits due to incompetence. The worst of all is definitely Orochi, being the most pathetic incarnation of the beast in any media.

With that said, his abilities can cause a challenge to weaker foes. Whom can he beat in my stories?

Can: Sith Acolyte

The very first proper fight Finn has in Stormwolf Adventures was against an Acolyte who was corrupting Kyber Crystals to power a planet-busting cannon. He put up a moderate fight against Finn... who was consciously using the Force for the first time. The Sith Acolytes later appear more often as somewhat tough enemies. However, their Force abilities are limited, they can't throw Orochi. Also, Orochi is durable, he can withstand blaster bolts and devour the Acolyte.

Can't: Poe Dameron

Poe might have no superpowers whatsoever, but he will still curbstomp Kurozumi Orochi. On a ship, he can take on several mindless monsters like him, and nearly beat the Hydra, which is superior to the Shogun, in the very first arc. On foot, while his blaster, sword, rod and UV Beam will do little, he is smart enough to use them in the best ways possible, and his different kinds of bombs actually can destroy Orochi.

Can: Rose Tico

Rose might be an engineer and a hacker, but she is not a skilled fighter. While she can actually beat him on a ship, as she has taken down several enemy pilots, on foot she has a tazer and a blaster. She can take down Stormtroopers, Sith Troopers and Moblins, but Orochi is too big and tough for her, and would devour her.

Can't: BB-8

Rose's greatest feat is the upgrades she gave BB-8. Who is now able to defeat Orochi with relative ease. He has a flamethrower that can burn the beast, damaging him severely, as he is flammable. With the precision bolt, he can strike the eyes and mouths of his enemy. With his acid, he can inflict wounds on the thick skin of his foe. Finally, his tazer has been upgraded and can now at least stun a head. It will take a lot of time, but BB-8 will win.

Can: Moff Vitellio

Like Orochi, Vitellio is very ruthless and can scheme, but he is also a coward who sends body doubles in fights and uses human shields. The difference between these two bullies with authority is that Orochi has a Fruit that is very powerful and Vitellio has no powers. Orochi stomps.

Can't: The Hydra

The most powerful beast of my first arc against the weakest major character of One Piece's current arc. They are also multi-headed monsters that are nearly mindless, but strong and massive. So, why does the Hydra have a major advantage? First of all, she has one head more than him. And that head is much stronger than the regular ones, able to melt skin and metal with its acid and also immortal unless completely destroyed. If the regular ones are cut, the Hydra can regenerate them and they will regrow twofold, while Orochi can't do that. Finally, the regular heads can all spit poison at Orochi. On the bright side, that might give him ideas about how to be more creative...

Can: Shawn

Shawn has become a relatively competent fighter since adopted by Romani and Cremia. He can fire eggs at long ranges and has a long knife and a meat cleaver. He can probably cut one or two of Orochi's heads. However, Orochi has eight whole heads, and Shawn isn't extremely skilled, so Orochi can survive those losses and beat him with some trouble.

Can't: Alicia

Alicia is one of the most dangerous slavers Stormwolf has to deal with. Like Orochi, she relies a lot on her abilities. Unlike Orochi, she is still a vampire without them and bullets won't hurt her. Also, her abilities hard counter his. She can shrink the cowardly Shogun to the size of an ant and stomp on all his heads. Or eat him. Or tear him apart with her hands.

Can: Gedo

The massive cannibal is one of the monsters Leah has faced, and apart from having a fearsome bony hand and a nasty appetite, it doesn't really stand out. As it excessively relies on brute force, the eight-headed serpent can rip it apart with its powerful jaws.

Can't: Din Djarin

Recurring ex-antagonist and current protagonist, Din will have a very easy time with Kurozumi Orochi. Orochi mostly attacks by biting, but can't penetrate Beskar. Din can burn him, blow him up with missiles, and is creative with his weapons. Though he doesn't have to. He can just fly with his jetpack and cut all his heads with the Darksaber. He didn't beat a Krayt Dragon and stalemate Finn just to lose to this wimp!

Notes: I didn't compare him to my Orochi because my Orochi has no feats yet.
