A trap in fiction is that often the authors only make the villain have a high power level and call it competence. While it is indeed a very big factor, it's not enough or neccessary. Here I show some bad guys of my fics who were a threat despite not being strong.

5. Jonnie Goodboy Tyler

He is about as strong as ten humans and skilled with clubs and blasters. For Season 2 of my fic, this makes him a warm-up for the protagonists. However, he is in the weakest of all dimensions, which even the Dark One scoffs at, and about the one person with some competence. As a result, this Rookie Killer managed to beat all the rookies he faced and rule the dimension. He also has a vast army that was trouble to a weakened Stormwolf and even blew up planets.

4. Takara

Sure, she is neither too strong nor too smart, she is also just very tough compared to a normal human. She has barely bested a Padawan Finn in a fistfight, though she was defeated in the rematch without landing a single hit. What makes her a legitimate threat? Her evil. She was sent to be the leader of the Sword Boys, the protectors of history, and abused them and her position with multiple Uriah Gambits. She was actually a mole, though her facade was poor, who used fear to make sure her men respected her. She had temporarily actually changed history so she can have a good bloodline and wasn't above isolating "her" troops for no reason at all. Like Jonnie, her cruelty and luck made her a threat.

3. Konrad

Konrad was the conductor of the mighty train that gave supplies to the Imperial Remnant and sent the Peacemakers to their launchers and allied planets. While he himself has no fighting skills, he has a massive kill count because of the nukes alone. (Sometimes they hit their target) When Finn and his personal forces raided the train, the train showed its defenses, which overwhelmed and killed many former Stormtroopers wanting revenge. Konrad used bombs, boulders, napalm and the terrifying Deathsting to keep foes at bay. He killed Keith, helped cripple Rose and even injured Finn with the Deathsting. Finn had to outsmart him.

2. Victor Checkmate

The Chessmaster, Victor was one of Armilla's best mercenaries. He challenged Q, Poe and Leah to chess matches, where they had to offer their souls for the locations of Finn and Armilla. Q went first so Poe could see Victor's patterns... and lost badly, in spite of being smart. Then Poe, the smartest of the force, went against Victor. Due to Leah's existence making Victor anxious and Poe's skills, complemented by Q's temporary sacrifice, Poe earned a victory through asynchronous teamwork and only then. If not for the planning that took all three heroes, Victor would win and Finn would stay Armilla's pet.

1. Matt Engarde

Let's be honest. You knew he would be first, dude! He does not look intimidating, either as a naive airhead or as a petty, slothful loser. Both of these are facades, hiding a monster that nearly broke Stormwolf. While most enemies could be fought immediately, the heroes were stuck with Matt swirling his chalice until Rhymey was defeated, and Rhymey was not weak. Matt's only power is to create drinks out of thin air, which he does use in combat at one point. However, he learns from his mistakes, and once he gets some training in fighting "for his plays" and decides to not provoke Rhymey and Grand Ruler in any shape or form, he never gets caught by Starfleet until Ath-Lita's murder, and he would get a Not Guilty due to Rhymey's actions if not for Thunder Shark, Rey and Finn.

While pathetically outmatched against Rey and Leah, he escapes the former and puts up a fight against the latter because of cheating. He is also the person that gave Adrian PTSD, nearly broke Finn who was reading his mind, and scared Rey due to resembling Kylo and blackmailing her with a hostage she couldn't reach and save. However, despite putting everyone through a lot, once Stormwolf came to blows with him, he got his comeuppance.
