pan20005. Snoke
He is built up as a great bad guy and actually looks intimidating. His powers are impressive... and he dies without a fight, with Kylo overthrowing him and willingly continuing to kill innocents.
4. Santana
The first Pillar Man, he was a mighty warrior far above the vampires. Yet he got forgotten and even the other Pillar Men see him as a guard dog... Kars at least. He deserved better than being a wake-up call boss.
3. Charlotte Smoothie
A Sweet Commander of One Piece, one of the few female ones, with a terrifying power. She can wring the life from anything and drink their juice. So, she must get to fight a Straw Hat of high level on her own, like her brothers... right? WRONG. She has just one big fight and nearly sinks the heroes' ship... that's all, really. This is sad.
2. Redd White
This Ace Attorney villain should really be a final boss. He killed Mia Fey, your mentor, has a blackmail network that includes defense attorneys, prosecutors, even ministers, can just accuse random people of crimes he did easily and has the help of a then dirty and competent prosecutor, and his secretary is a willing accomplice to his crimes. Why is he a pushover once he testifies? If he wasn't, he would be barely easier than Manfred von Karma. And even though he and Mia both put an end to each other, he isn't even considered Mia's archenemy: Dahlia Hawthorne is, who fortunately was written better. But still, Redd should be as dangerous as Dahlia in practice.

This Star Fox villain has a lot of buildup. He is the tyrant of a country and always seem to escape. But when you finally get to fight him... you are immediately interrupted, without even trading a punch or even him dying, because the Big Bad is Andross now. (And no, Scales isn't Andross in disguise, Andross merely mocks him and orders him to let Fox win.) Why is he first? Simply: what happens to him is never resolved, while the game he was in ended. Nobody even takes him out... he just leaves! That's robbery. Scales was a bad person, but as a character he deserved better.
