pan2000Palpatine is a master manipulator. In my fic series he is dead and only his toxic influence is a threat. But if he was alive, some bad guys would definitely serve him. Others still wouldn't.
Serve: The Loyalist
The Loyalist is actually fanatical to the First Order, thus Palpatine, not the Black Legion, who merely gave him a chance to take revenge on Finn. He was a Stormtrooper who really believed in their cause and cruelty
Not serve: Grand Ruler Celesto
Celesto's modus operandi is to save people from existing threats and then feel entitled to make them serve him, flaunting superiority. This white savior would not get well with any straight up violent conquerors and destroyers, and would try to put Palpatine down.
Serve: Mori Ranmaru
Yes, Ranmaru. Mori is loyal only to Oda Nobunaga. However, Palpatine is clever. He won't make Ranmaru act in his name. He will hire him saying he can revive Nobunaga and that Mori serves Sheev for Oda's sake. Ranmaru is smart but would be fooled for that and only that thing.
Not serve: Jonnie Goodboy Tyler
Jonnie does not serve anyone but himself. Not having faced many hardships and being worshipped in fourty religions, he wouldn't be in a position to ask Palpatine about anything. He also considers himself a hero and has already an army, so he would even try to resist the Sith Lord.
Serve: Nessie
Nessie is mostly a spoiled brat who is worshipped by many. However, after Finn kills Bella in my fic, she wants revenge. And Palpatine would offer it and make her powerful enough to deserve the worshipping the vampires have for her.
Not serve: Armilla
Armilla might have served the Dark One, but she wouldn't stand Palpatine. For starters, Palpatine is a human supermacist, which would mean he would hate vampires, unlike the Dark One. Plus, Armilla is ultimately loyal to herself. The Dark One can help her agenda, Palpatine can't.
Serve: Dark Rey
Surprise! She might have killed Palpatine, but she does serve him unknowingly in a part of my fics, in spite of not being half as bad as him! At that point, she was consumed by her lust for revenge against the Dark One who made her imprint on Kylo, and also was obsessed with Finn, as she wasn't used to him turning his back on her. She did reject Palpatine eventually, but those feelings left her vulnerable.
Not serve: Zant
There are exactly two people Zant serves: himself and Ganondorf. Zant hates humans, and especially those who treat other races like garbage. Also, because he got enough power from Ganondorf and the two are in very good terms, his master's enemies are also his enemies. Including Palpatine.
Serve: Stone Heart
Stone Heart might be loyal to Celesto, but he doesn't have half his dignity. He is a moron who can't take criticism, and will even cause nightmares to anyone who looks at him the wrong way. Palpatine will merely tell him he is a good author and will get power to eliminate his critics.
Not serve: Shuten Doji
He is one of the strongest Yokai, who are only loyal to each other. They also are in good terms with Ganondorf. Even though Palpatine could try manipulation through drinks, Shuten would not trust any human who hated non-humans, and in fact allied with Ganondorf to take out the likes of Palpatine.
